Philo Plat saves an oppressed humanity from oppression by overtaxing the generators of the flying capital city, crashing it to the ground and killing everyone on board, including the title charcter, the oppressor.

This is a comparatively long story which exists for the sole purpose of a very bad pun at the end. Were the story shorter or the pun better (or missing), it might just pass muster. As it is, it’s very minor Asimov indeed.
